About the Partnership
NORCAP's Energy and Environment (E&E) team works with nearly a dozen partners, including UNHCR, IOM, WFP, FAO, WHO, UNICEF, UNITAR, UN-Habitat, NRC, Mercy Corps, and UNDP, to enhance energy access for displaced populations, green humanitarian operations, and drive systems change to improve the resilience of affected communities. This partnership focuses on providing energy access, decarbonizing humanitarian operations, and ensuring coordination across the sector.
Role and Responsibilities
We are seeking a consultant to conduct a Near End Review (NER) of the project "Access to clean energy and support to humanitarian response." This consultancy will assess the outcomes and impacts of the programme based on the expected outcomes outlined in the results framework. The consultancy will be based in Oslo, Norway, with some travel required, and will report to the NORCAP Energy and Environment Programme Manager. The duration of the consultancy is from June to mid-November 2025.
During the Near End Review consultancy, you will take on the following responsibilities:
- Document and assess key results/achievements of the project using OECD/DAC review criteria.
- Identify strengths and weaknesses of NORCAP’s support and document lessons learned.
- Provide recommendations for adjustments to the current delivery model and future developments.
- Assess the impact of NORCAP’s Female Accelerator Program on gender equality.
- Review reporting and grant management requirements.
- Evaluate risk management and cross-cutting issues such as environment, gender, and human rights.
- Conduct field visits and interviews with stakeholders, partners, and end-users.
- Prepare and present the inception, draft, and final reports.
Qualifications and Experience
To be successful in achieving the objectives set out in this consultancy, you should possess the following qualifications and skills:
- A minimum of 7 years’ experience in project/programme management, monitoring, and evaluations.
- Strong analytical and communication skills.
- Advanced report writing skills.
- Experience with humanitarian operations and UN Humanitarian systems.
- Knowledge of the renewable energy sector and decentralized energy solutions.

Salary Range
The salary range for this consultancy is competitive and commensurate with experience.
- Salary Range: Maximum NOK 400 000
