This report is intended to be a reference tool for practitioners assisting Palestinian victims of settler violence in the West Bank, focusing on the typical crimes committed within this context: property damage, trespass and injury to person, and standards owed for a state’s response to such crimes.

It aims to outline the standards under international law which duty-bearers, in this case the Israeli authorities, should be held accountable to when investigating, prosecuting, and policing settler violence.

This report has been produced by the Norwegian Refugee Council (NRC) with support from the European Union.
