From Shelter to Housing: Security of Tenure and Integration in Protracted Displacement Settings

This report analyses how organisational responses evolve to people’s vulnerability to losing their land rights in situations of protracted displacement and durable solutions, and whether these changes affect the rights-based model practiced by organisations like the Norwegian Refugee Council.

Following a review of international standards related to land rights, this report focuses on the human right to adequate housing and reviews trends in development and urban planning standards. The next section evaluates the applicability of these frameworks in displacement settings, and tests these observations against two case studies; one among Palestinian refugees in Lebanon, and the other for people internally displaced in Georgia. The report ends with a set of conclusions and recommendations to contribute to the evolution of policies.
