Commissioned by the Norwegian Refugee Council (NRC) country office in Moldova and carried out by Scruples Research, this study aims to map viable economic activities that can benefit refugees and vulnerable host community households in the northern districts of Moldova (Ocnita, Briceni, Soroca).

Conducted between February 1 and July 5, 2024, the research provides detailed, context-specific information to guide economic activities and identify key local collaboration opportunities for NRC’s livelihood programming.

The study's primary goals were to identify differentiated income-generating opportunities, assess skills and service gaps, and determine the legal and assistance requirements needed to address these gaps.

Additionally, the research sought to identify stakeholders who could help bridge market gaps, evaluate the feasibility and economic viability of priority activities, and identify available jobs for the displaced population, focusing on high-demand skills. The study also addresses systemic challenges and suggests mitigation measures, including the potential impact of Moldova’s EU accession on relevant policies.
