The Organisation for Security and Cooperation in Europe (OSCE)
NORDEM has a longstanding partnership with the OSCE. Norwegian personell has been deployed to assist the Secretariat in Vienna and the various OSCE institutions and field missions. At the Office for Democratic Institutions and Human Rights (ODIHR) located in Warsaw, NORDEM has among others contributed a Special Advisor to the Director as well as Human Rights and Rule of Law Officer. NORDEM has also provided Head of missions and political analysts and to field missions in Kosovo, Tajikistan and Montenegro. In Ukraine, NORDEM has been deploying a contingent of approximately 15 monitoring officers to the Special Monitoring Mission to Ukraine (SMM), which was established in 2014 to help de-escalate and mitigate the conflict in the country.
The United Nations (UN)
NORDEM supports the UN by contributing personell to peacekeeping missions and other UN organizations that depend on seconded personell from its member states.
In recent years, NORDEM has deployed personell to the UN Peacekeeping Operation in DR Congo (MONUSCO), in projects aiming to end impunity for war crimes and crimes against humanity, stabilization and countering sexual violence. NORDEM has also contributed experts to UN Women and the UN Development Programme (UNDP).
NORDEM also support the UN with key personell within UN Reform in NY HQ.
The European Union (EU)
As part of its mandate, NORDEM seconds personell to the EU to help support democratization processes and assisting in establishing solid democratic and effective national institutions. NORDEM provides civilian experts to the EU’s capacity building missions and operations as well as national experts to the core EU institutions.
Among NORDEM's contributions are the secondment of judges and legal experts to the EU Rule of Law Mission to Kosovo (EULEX) and experts on civil society and security sector reform in EU CAP Sahel Mali whilst national experts have been deployed to the European External Action Service (EEAS) and the EU Commission in Brussels.
